| JobDescription | The role of the DSE will be the first point of contact for CTS800-4N engine related issues and is to focus on day-to-day engine servicing and maintenance operations with the goal of sharing technical expertise to Royal Air Force of Oman (RAFO) The DSE will facilitate response to field issues, problems, and queries. The DSE will provide technical oversight and advice to personnel during maintenance and troubleshooting and will provide assistance in the use of the technical manuals. The DSE locations of support will be primarily at RAFO HQ and the RAFO bases at Salalah, Musana, Supply at Seeb and Masirah Island, Oman The estimated proportion of effort allocated to each location will be as required to support the Field Arising and as agreed by RAFO HQ. Scheduled Visits: A maximum of 10 Scheduled Visits are anticipated in one year to RAFO Salalah and 1 visit to RAFO Masirah. Un-Scheduled Visits: Un-scheduled visits can be carried out at the request of RAFO HQ. Separate negotiation may be required if the number of un-scheduled visits become excessive. The DSE Out of Country Support: Should RAFO desire to deploy or embark the DSE along with the operational unit outside of Omani territory or territorial waters a separate negotiation will be required and any additional funding agreed prior to deployment or embarkation. Should RAFO desire any over and above tasks, investigations and/or deployments separate negotiation will be required and any additional funding agreed prior to commencing the activity. The DSE normal activities will be comprised of, but not limited to the following: - Provide technical assistance to RAFO personnel. - Assist in determining when items should be removed for repair - Provide informal on-the-job training - Coordinate meeting and communication between the client and RAFO Headquarters - Participate in investigations as needed and as applicable - Serve as a liaison between RAFO and the client - Overview logbook entries and Eng 39 entries related to engine matters. - Collect, process, and record Field Service Reports (FSR) in ETS/FAST - Operational data processing in ETS/FAST - Record engine configurations and monitor changes in ETS/FAST - Document Service Bulletin compliance and outstanding engines. - Collect (Borescope) and process Continued Airworthiness Plan (CAP) evidence. The DSE Office Facilities: RAFO will provide adequate support facilities and arrangements for the DSE. The minimum requirements are listed below for both the Salalah and Musana bases: - Office space equivalent to mid level officer ranking including a desk, chair, secure file cabinet and bookshelves in a secured office area. - Access to commercial phone and connections provided FOC - Access to Internet provided FOC. - Access to photocopier, fax and other standard office equipment. - Transportation on military aircraft as a passenger or technical observer as required to troubleshoot and isolate faults, perform maintenance operation checks, test flights or airlift to the site of an aircraft requiring DSE services. - Appropriate flight safety equipment when required. - Appropriate safety equipment when required. - Access to unit maintenance and supply records at reasonable times and places for review/verification. - Transportation to remote areas not readily accessible by personal vehicles or other commercial means. - Customer-owned special equipment (such as borescope, GMT, hand tools etc) will be made available by RAFO for use by the DSE. LHTEC will provide the DSE with access to special equipment in the event that Customer-owned local equipment is not available. Term - 60 months contract. |
