JobTitle Senior Quantity Surveyors
JobDescription Permanent or rolling contract opportunity available to be based at Aldermaston. Immediate opportunity for two senior Quantity Surveyors. Key Accountabilities:
To ensure that the AWE business objectives are met and all work is carried out efficiently in accordance with the AWE process and procedures applicable to the Project with the aim of delivering value for money in all circumstances.

Key Responsibilities:
The individual will lead/be part of a procurement and commercial team responsible for the contractual and commercial performance of a project carried out by a range of contractors and suppliers through administration and audit of the contracts.

? Support the project team in developing the appropriate project procurement/commercial/contractual strategies.
? From the project programme prepare a Procurement Plan indicating all packages of work and purchase items.
? Carry out continuous assessments of capability and capacity of the existing supply chain partners and other potential supply chain partners to ensure they are competent.
? Agree with the project team the documents that define the nature and scope of works to be undertaken.
? Develop the contract cost models (Bills of Quantities, Schedules of Rates, Activity Schedules, Milestones, etc) for use in the contract documentation.
? Prepare the ITT documentation including agreement of the contract terms and any forms of surety with the Head of DMP Procurement and Commercial.
? Delivery of the procurement of consultant, supplier and contractor services relating to the project including selection/assessment documentation as necessary.
? Liaise with DMP Procurement and Commercial Governance Team to ensure that AWE supply chain strategy, policy and procedures are implemented.
? Support the Project Team in the process of challenge/validation of estimates and development of the business cases for various project “gate” sanctions.
? Ensure effective project governance procedures are in place, in particular record keeping, contract administration/correspondence and change management and is responsible to the SPM for the effective management of the contract obligations/timescales/processes to meet such governance requirements.
? Receive, validate and recommend monthly valuations/payments for the project to the SPM including verifying manhour returns, site measures, dayworks claims, additional work requests, claims and the like.
? Issue approved Certificate for payment and any notices of withholding to the consultant, supplier and contractor to allow invoicing.
? Manage the consultant, supplier and contractor incentive model and recommend any pain/gain share providing performance feedback as necessary.
? Manage change to the consultant, supplier and contractor accounts and issue appropriate forms of contract instruction to acknowledge change.
? Lead the management of consultant, supplier and contractor claims.
? Finalise consultant, supplier and contractor accounts and close out all contracts for project.
? Provide advice and guidance on commercial and contractual matters to Project Team with reference back to DMP Head of Commercial and Procurement for approval.
? Prepare consultant, supplier and contractor feedback for inclusion in ongoing client appraisal exercise.
? Maintain the system for capture of contemporary cost data for use on future projects.
? Promote commercial awareness through out project.
? Lead/support formal dispute resolution process and contract close out strategy as required.

Competencies and Knowledge:
? Proven project commercial management success.
? Well versed in modern Quantity Surveying techniques within complex, multi-functional organisations/project environments.
? Understanding of commercial, contractual and financial project drivers.
? Understanding of commercial contracting strategies within an engineering environment.
? Good communication and presentation skills.
? Excellent working contractual/legal knowledge.
? A good understanding of delivery techniques in regulated markets.
? A good understanding of the Microsoft platform and applications particularly Excel and Word.
JobRequirements Qualification:
? Degree educated or equivalent in law or QS.
? Ideally member of Industry body i.e. RICS or equivalent

Experience:
? Ideally experienced in client and contracting organisations in appropriate industry sectors with experience of Procurement activities.
? Experience in preparing and negotiating the legal and commercial aspects of sizeable construction contracts.
? Ideally experience of the various forms of dispute resolution.
? Typically 10 years experience of commercial contract management some of which would ideally be within the nuclear industry.
? Working knowledge of applicable industry standard forms of contract typically NEC, JCT, ICE and GCWorks.

Special Requirements:

? Willingness to travel to visit provider premises, ad hoc, which may require working away from home/overseas.
? Full clean UK driving licence

Will need to be security cleared or be in a position to obtain security clearance.
